Minutes of the Meeting of Plockton & District Community Council

1. Minutes of the last meeting
  The minutes of the last meeting were unanimously adopted.
  Matters Arising
a) NTS
  Cllr Campbell had approached W R Ross, S & L Roads & Transport Manager, re the proposed new fencing at the top of Frithard Road and Mr Ross had confirmed that post and rail would not be acceptable on safety grounds, but post and chain or rylock would be deemed suitable. Chestnut paling or a masonry wall would also be acceptable. This project would be furthered by the CC.
b) Duncraig Castle
  This property will be on the market in April. Problems had been encountered in relation to the right of way to Duncraig railway station.
c) Proposed Plockton Pontoon Facillity
  It is hoped funding will be available by September.
d) Achnahenich Water Treatment Plant
  A letter had been received from Neil Aimers, NOSWA Projects Manager, outlining the reasons for the considerable delay in the final commissioning of this plant. It is hoped the final testing will take place in August.
e) Ard a'Mhorair Children's Swing
  The CC has been informed that as this swing is not in fact owned by the HC, it will not now be surveyed. It was suggested that an independent group, e.g. Plockton Playgroup, should apply to the Lottery Small Grants Scheme in order to finance a new facility.
f) Roads Dept
  With regard to winter maintenance, the Roads & Transport Manager stated that he had arranged for additional roads to be serviced by the gritting vehicle, and for piles of grit to be placed on the side road to Achnandarach.
  A request for the jagged stones on the Little Strathie verge to be replaced with less coarse material was turned down.
  Concern was expressed about the deteriorating condition of the Plockton airstrip road, i.e. dangerous potholes, which were thought to have been the result of NOSWA vehicles accessing their plant. Cllr Campbell to action.
  A letter had been received from Uig CC requesting CCs to support a draft motion to be sent to the ASCC AGM outlining the considerable concern being expressed about the handing over of the trunk road maintenance programme to private companies resulting in lower standards generally and affecting Local Authority Highways Depts. It was agreed that Plockton CC support this initiative. A letter had also been received from Raasay CC urging CCs to bring utmost pressure to bear upon Scottish Ministers.
  The Federation of Small Businesses had held a meeting at Sligachan Hotel on 14 March to discuss the condition on the roads.
g) Bottle Bank
  Assurance had been received that the contents of bottle banks were being transported off Skye for recycling purposes.
h) Minibus
  Cllr Campbell was progressing plans in an effort to ensure that this service be continued.
3. Cattle in Village
  Following an item in the Balmacara Estate Quarterly Newsletter, Geoff Webster clarified the CC's reasons for subsequently rejecting the proposal to fence off the common grazings and allow only 15 cattle at any one time to enter the village on a management basis. It was felt that it would be difficult to justify the expense when there was no guarantee that the management scheme would be adhered to.
  It was agreed to follow up the Chairman's initial discussion with a legal representative, who had suggested the way forward to obtain a total ban on cattle in the village would be to go to the Land Court on the basis of Health & Safety issues. Further legal advice would be sought before progressing this matter.
4. Proposed New Health Centre
  Following joint meetings involving Kyle and Plockton CCs, and having subsequently requested a meeting with Gill Keel, LHCC Manager, Lochalsh & Skye, to discuss drawings of prospective sites in Kyle which had been drawn up by Kyle CC, a reply had been received from Gill Keel.
  It was stated that Ms Keel and John Swatman, Head of Estates for the Primary Care Trust, are hoping to be in a position to make a final decision re the location of the new Health Centre during the month ahead dependent on receiving further information from third parties.
  Concern was expressed that Gill Keel had not registered the fact that the initiative taken by the CCs was in fact a joint one, and that all other Lochalsh CCs were to be consulted.
5. Correspondence
a) A letter from the Secretary of the Plockton Tourist Assoc requesting improvements be made to the Open Air Church and War Memorial sites had been replied to by Iain Turnbull, NTS, outlining their plans to carry out certain projects in these areas.
b) A notification of a short post-wedding firework display to be held on Plockton Beach on 20 June 2002 at approx. 21:30 had been received.
c) Phil Di-Duca, Forest Manager, Tilhill, re proposed plans for Achnandarach Woodlands, this information having been circulated to all residents of the area.
d) Cuillin FM Annual Membership £5.00. CC agreed to support this licence bid.
e) Scottish Executive — 'Getting Involved in Planning' consultation paper.
f) The Bridge Club have kindly agreed to organise this year's Bonfire Night celebration.
6. AOB
a) The Village Clean-Up will take place on Thursday 25 April 2002. and the Primary School will be again asked for their assistance. Chairman to action.
b) As yet there were no suggestions regarding the Queen's Jubilee Celebration.
c) A street light at the end of the causeway was still awaited. Cllr Campbell to action.
d) NTS
  The Craft House had now been vacated, and in the short term it was hoped another tenant would be found, but in the longer term a housing option was favoured, with a view to the NTS letting it on a long term lease to alleviate local needs for affordable housing.
  The shed adjacent to the new outdoor bowling green site had been re-roofed for safety reasons.
e) Cllr Campbell outlined the Inverness City of Culture 2008 bid being made by the HC, which it was very much hoped would prove successful.
7. Date of Next Meeting
  The next meeting will be held in Plockton Village Hall on Monday, 29 April 2002, at 7.30 pm.
